Chapter ring
Definition
The ring carrying the minute or seconds track, sitting between the dial and the case at a slight angle, and a common place for visible misalignment on watches built to a price.

The chapter ring is the narrow ring around the outside of the dial that carries the minute track, and on many watches the numerals too. It is usually a separate part, angled to catch light and to bring the track closer to the eye under the crystal.
Physically it is a thin ring of brass or of molded plastic, printed with sixty divisions and often with a contrasting mark at twelve. On most watches nothing screws it down: it sits on a step in the dial and is trapped under the crystal when the case closes. On dive and sports watches it is sloped inward, commonly somewhere between about thirty and sixty degrees, which angles the track toward the eye and uses height a thick case has anyway. Flat dress dials often have no separate ring, and print the minute track on the dial itself.
The name is inherited from clockmaking. English clock dials of the seventeenth and eighteenth centuries were built from a brass plate with a separately made, silvered ring pinned to it, and the hour divisions engraved on that ring were called chapters.
Why it goes crooked
Because it is a separate part, it has to be located to the dial and to the case, and it is often held by nothing more positive than a friction fit under the crystal or a locating pin. Any tolerance stack in those parts shows up as a rotation of a fraction of a degree, which the eye reads instantly as the 12 marker not lining up with the top of the minute track.
The arithmetic explains why so small an error is so visible. Sixty divisions spread around 360 degrees put one mark every six degrees, so a rotation of a single degree shifts the track by a sixth of a division. At twelve, where a triangle or a double baton gives the eye an exact reference, that is enough to look wrong. Elsewhere on the dial the same error is nearly invisible, which is why owners find it at twelve and then cannot unsee it.
It is the best-known quality complaint about affordable Seiko divers, and it is not unique to them. It is a symptom of assembly tolerances, not of a fault: the watch keeps time exactly as well either way. Seiko publishes no assembly tolerance for it, so treat it as a known pattern of the price class rather than a broken specification. How to check it, and what else it might be
Look straight down at the dial rather than at an angle, because the slope of the ring makes an aligned watch look rotated when viewed from the side. Check twelve first, then six. If the whole track is turned one way, the ring is rotated. If the track lines up but a single hand misses its mark, the problem is a hand pressed on a degree off, a different job covered on our page for hands that look misaligned. If the pip on the rotating bezel misses twelve while the printed track is straight, that is bezel indexing, not the chapter ring.
What it is not
A chapter ring is not a rehaut, though listings use the words interchangeably. Strictly, the rehaut or flange is the vertical inner wall of the case between dial and crystal, and it may carry no printing at all. Rolex has engraved that surface with the brand name and the serial number since the mid-2000s, which is why most forum talk about a rehaut is about authentication rather than a minute track. How much should it matter
Only as much as it bothers you, which is a real and legitimate amount. It cannot be corrected without opening the watch, and doing so compromises the water resistance until it is pressure tested again. If you are buying in person, look at several examples and take the straight one. If you are buying online, ask for a photograph straight on, square to the dial, with the hands at ten past ten so twelve is unobstructed. See the Seiko 5 Sports for the clearest example.
On a new watch, raise it with the retailer rather than a watchmaker. A rotated ring inside warranty is a cosmetic defect the seller should exchange or correct. Out of warranty it is discretionary work: open the case, reseat the ring, pressure test afterward. On this site's indicative US figures the test alone runs about $25 to $60 before any labor, a real fraction of what a cheap watch cost. Nothing about it touches rate, water resistance or reliability, so the honest advice is to buy carefully rather than to fix later.
